In Villeurbanne, within the Saint-Jean neighborhood, 20.8% of the population is unemployed. This is a high rate for a municipality of 148,665 inhabitants. To combat this issue, Le Booster Saint-Jean has implemented several initiatives.
A collective project that is part of the "Zero Long-Term Unemployment Territory" experiment, bringing together residents, volunteers, professionals, and elected officials from Villeurbanne.
The project is made possible by the commitment of all local partners (State, local authorities, residents, Public Employment Service, local associations, social partners, etc.) gathered in the Local Employment Committee, a participatory and innovative governance body. “This governance body is here to ensure that the experiment is conducted while respecting a few central rules,” explains Alexandre Borme.
“It is the CLE that says, ‘okay, you need 20 people. Here are the 20 people we propose,’ and in fact, they cannot refuse.” The Employment Purpose Enterprises do not have control over the exact profiles of the individuals they hire, to avoid any discrimination. Hiring is done in the form of permanent contracts, on a chosen schedule. This provides security for individuals far from employment while taking into account their personal constraints.
“It should be noted that in Saint-Jean, there are about 4,000 residents. So 20.8% translates to approximately 400 long-term unemployed individuals. The goal of the zero unemployment territory is to achieve completeness, meaning reducing the number from 400 to 0 by the end of the experiment,” asserts the director.
