The Fond de Garantie des Victimes (FGV) is a system designed to compensate individuals who have suffered harm related to criminal offenses when the perpetrators are insolvent or unknown.
Established in France, it acts as a safety net by providing financial compensation in a variety of situations, such as road accidents, assaults, acts of terrorism, and economic offenses.
The FGV covers a wide range of damages: medical expenses, loss of income, aesthetic damages, and various forms of suffering. It sometimes even compensates the relatives of victims who have died as a result of a criminal offense: “French compensation aims to be comprehensive as it is based on what legal experts call ‘the full reparation of victims.’ This is obviously an abstract concept, as one cannot repair suffering or the loss of a loved one.” explains the general director of the fund. Julien Rencki emphasizes that this financial assistance is accompanied by psychological support: "When we engage with them, with their representative, when we conduct inquiries, we find that victims primarily need a relationship, meaning they need to be supported by a real person.”
To benefit from this type of compensation, one must submit a request to the Fond de Garantie des Victimes within three years following the offense. This request is examined by a commission that assesses its admissibility and determines the amount of compensation. To date, 350 employees assist 120,000 victims each year.
The FGV thus acts as a last resort for victims, intervening when other measures are not available or sufficient.
By providing financial support to victims and their families, the Fond de Garantie des Victimes helps restore a sense of justice and alleviate the suffering caused by criminal acts.
